Rutgers' South Jersey Executive Master in Public Administration Program Moves Saturday Classes to The Conference Center at Mercer The Conference Center at Mercer on the campus of Mercer County Community College in West Windsor will be the new location for Rutgers' Executive Master in Public Administration (EMPA) program offered by the Rutgers-Camden Department of Public Policy and Administration (DPPA) in partnership with the Rutgers Center for Executive Leadership in Government (CELG).
